The primary objective of the Project Completion and Performance Evaluation (PCPE) was to review the implementation and development results of the SITA project and identify lessons learned in designing and managing future programs. The PCPE reviewed the project's contribution to development outcomes and the degree to which the project achieved its development objective and outputs as set in the project appraisal report. It also assessed issues of effectiveness, efficiency, relevance, and sustainability of the project and recommended a way forward.
