The purpose of this evaluative review is to assess the effectiveness, relevance, coherence, efficiency, and sustainability of the R-WASH program, performing a formative mid-term and summative end-line assessment of program indicators, outcomes, and results using existing programmatic data and primary qualitative data gathered from key stakeholders.
The Objectives of the project are:
1. Provide a mid-term and summative assessment of the R-WASH program vis-a-vis the evaluative criteria of relevance, coherence, effectiveness, efficiency, and sustainability, focusing on how it has addressed conflict-sensitivity, resilience, and social cohesion issues.
2. Assess the progress of results against all set objectives, outcomes, and outputs of the R-WASH program to present a complete picture of the initiative based on the main learnings and results at mid-term and end-line.
3. Identify key lessons learned and provide actionable and evidence-based recommendations to improve and adapt interventions for the remainder of the program.
4. Assist in the dissemination and uptake of the evaluative review’s findings and recommendations, through developing knowledge products, facilitating dissemination events, and tracking the mid-term recommendations implementation plan.
The impact evaluation has a targeted scope exclusively focused on the impact of R-WASH on social cohesion, and thus no other topics will be analyzed and no other evaluation criteria will be studied.
Therefore, a complementary programmatic evaluative review will be undertaken that will support learning and improve program design and implementation by establishing evidence of programmatic progress and results at mid-term and end-line. The evaluative review will examine the evaluation criteria not covered by the impact evaluation (relevance, coherence, effectiveness, efficiency, and sustainability), and provide a more
comprehensive understanding of programmatic contributions to the results defined by the program, delving into what works, what doesn’t, and why.
