The purpose of this assignment was to develop an organisational Monitoring and Evaluation Framework and System which will be used to inform ZWRCN programmes, at the same time develop a theory of change clearly showing the strategic programmatic direction of the organisation. The assignment entailed 1) Developing a Theory of Change - which involved articulation of the organisational Theory of Chnage which will be the basis for basis of the Monitoring and Evaluation framework, 2) Developing an Organisational Monitoring and Evaluation Framework. A draft theory of change was developed with guidance from literature review. The theory of change showed the changes that the organisation expects which was then further refined through a consultative process with the ZWRCN staff.
