Education transformation plan costing and development of an operational plan (2025-2035) for Eswatini

Government of Eswatini and UNICEF in developing an operational plan and costing for the Education transformation plan (2025-2035). Our collaboration is critical in ensuring the sustainable implementation of the Education Transformation Plan. We are assisting the Government in identifying resource gaps, developing an investment case and resource mobilisation plan for its implementation.
The Eswatini Education Transformation Blueprint aims to equip learners with 21st-century skills, address gender and regional disparities, and align the education system with economic demands. Despite progress in educational access, persistent challenges include high dropout rates, teen pregnancies, and a mismatch between skills acquired and labor market needs. To overcome these hurdles and secure necessary funding, a credible costing exercise and a clear operational plan are crucial for guiding implementation and tracking progress against international commitments such as the Education 2030 Agenda.
MDS is dedicated to developing a realistic costing model and a phased operational plan that reflects Eswatini's fiscal context, policy priorities, and the rights of every child, in close collaboration with the Ministry of Education and Training (MoET), the Ministry of Finance, and other key stakeholders to ensure ownership, transparency, and practical roadmaps for success.
