The Evaluation of the 2014-2018 and the Desing of the 2019- 2023 Institutional Strategic Plans for Parliament of Zimbabwe

This evaluation reviewed the 2014 - 2018 Institutional Strategic Plan to ascertain whether the overall goals, specific obectives and strategies including the theory of change were appropriate and effective. Informed by the findings of the evaluation MDS designed the Parliament of Zimbabwe 2019 - 2023 Institutional Strategic Plan. The specific obective was to conduct: 1. Desk review of the ISP and other key operational and Parliament Programme documents and reports. 2. Review the PoZ Senior Management ISP evaluation report and recommendations. 3. Review the Presiding Officers and Senior Management ISP evaluation and recommendations. 4. Carry out consultations with key partners including relevant government ministries and departments, PoZ Departments, UNDP, the EU, Government of Sweden, World Bank, African Development Bank, CSO with MOUs with Parliament and other partners supporting the work of Parliament. 5. Carry out consultations with primary beneficiaries of the ISP - Presiding Officers of Parliament led by the Speaker of the National Assesmbly, Clerk of Parliament, Parliament Heads of Departments and Parliamentary Staff. 6. Carry out consultations with Secondary Beneficiaries - CSOs, academia and the media. 7. Identify strategic and high level achievements of the ISP 9. Identify significant low level achievements. 1o. Identify challenges and make recommendations for inclusion in the 2019 - 2023 ISP. The ISP evaluation and design was guided by the following: Relevance, Efficiency, Effectiveness, Management and monitoring, Sustainability and Ownership.
