Long Term Arrangement for the Provision of Third-Party Monitoring of Programmes and Supply End Usage

UNICEF is looking at implementing a two-pronged assignment for a one-year period: (1) supply end user monitoring (SEUM); and (2) third party programme monitoring (TPM). While the TOR contains both assignments, the assignments are not mutually inclusive and will be implemented in two workstreams.
Supply End-user monitoring (SEUM) seeks to obtain feedback from the end-users of program, equipment, supplies and services regarding the sufficiency, timeliness of delivery, quality, suitability, and utilisation of supplies for the intended purpose. Data collected through SEUM activities will provide useful information to reach a conclusion on whether the supply component of the Zimbabwe country program represents value for money as well as guide UNICEF in developing appropriate interventions and policies.
The second part of the assignment requires the supplier to conduct programmatic monitoring for UNICEF programmes, to verify achievements reported by the partners and assess the satisfaction levels of beneficiaries and quality of programming. Programme monitoring will also document lessons and best practices and key recurring issues and trends to inform specific and broader programme adjustment.
