Safeguard Young People Programme End of Phases 1 and 2 Programme Evaluation

The assignment was aimed at assessing the extent to which the mandated SYP programme outputs and outcomes have been achieved, offering an insight on program strengths and flaws using the Results Based Management Model and a mixed methods approach. Three intergrated approaches to operationalise the RBM approach were adopted for the evaluation. 1) The Theory of Change approach which sought to validate the project's TOC and its assumptions, 2) an Outcome Harvesting which was done through results workshops conducted in each country with a cross section of primary stakeholders of SYP activities in the country and Most Significant Change (MSC) approach , which identified the most significant results in each country. A systematic integration of quantitative and qualitative data was generated and analysed for this evaluation to permit a more complete and synergetic utilisation of evauative data.
