Our team was contracted by the Government of Zimbabwe, through the Ministry of Finance, Economic Development and Investment Promotion Zimbabwe, to conduct the end-of-project evaluation and develop the Project Completion Report for the African Development Bank-supported SACAGE Project. The assignment focused on assessing the project’s performance in strengthening arrears clearance processes, debt management capacity, governance, and accountability systems. The evaluation reviewed project design, implementation efficiency, achievement of outputs and outcomes, sustainability, and overall development effectiveness, documented lessons learned, and provided recommendations and exit strategies to inform future public financial management and governance reforms.
