The purpose of this institutional contract is to conduct a summative evaluation, document project achievement in terms of outputs, outcome, impact, and lessons learnt. The evaluation will combine qualitative and quantitative methodologies aligned to the objectives, results and indicators outlined in the project logical framework. Eventually, mobilize the various stakeholders to act based on the evaluation report. The objectives of this contract are to:

United Nations wishes to include into the Contract the terms and conditions of the Long Term Arrangement (LTAS) No LTAS-42108287 between United Nations Children’s Fund (“UNICEF”) and Muthengo Development Solutions (Private) Limited, for the provision of consultancy services in conducting Country Programme Evaluations (CPEs), Impact Evaluations, and Multi-country and Country-specific Programmatic Evaluations in UNICEF. The purpose of IAHEs is two-fold:
1) Enable learning for the humanitarian system. Evaluating the relevance and effectiveness of the
UNICEF is looking at implementing a two-pronged assignment for a one-year period: (1) supply end user monitoring (SEUM); and (2) third party programme monitoring (TPM). While the TOR contains both assignments, the assignments are not mutually inclusive and will be implemented in two workstreams.
The end-line evaluation was conducted through quantitative and qualitative data collection. The evaluation provided statistically representative endline values against key indicators (including, but not limited to, those in the logical framework matrix (LFM) that were compared to the endline statistics to assess the level of achievement and non-achievement. The survey also documented the intended and unintended, positive and negative results and changes from the project to inform learning and future programming of the ECHO Cash Transfer Project.
The primary objective of the Project Completion and Performance Evaluation (PCPE) was to review the implementation and development results of the SITA project and identify lessons learned in designing and managing future programs. The PCPE reviewed the project's contribution to development outcomes and the degree to which the project achieved its development objective and outputs as set in the project appraisal report. It also assessed issues of effectiveness, efficiency, relevance, and sustainability of the project and recommended a way forward.
Doctors of the World Switzerland (Medecins du Monde MDM) was in the process of developing its new strategy, this was following the aftermath of Cyclone Idai. Consultations were conducted with various stakeholders, who shared information on potential needs related to health issues in the Chimanimani district. Based on these exchanges, MDM decided to develop an exploratory mission in this area (Chimanimani district) to assess the current needs and evaluate the possibility of developing a project to support current interventions in the country as part of its new strategy.
The project sought to improve the quality, usefulness, and impact of the research reported by stakeholders including advocates and policymakers. The study was conducted through a desk review of available literature which would provide insight into major gaps identified for in and out of school SRH services and possible strategies for improving service delivery.
End of Project Evaluation of the Joint Programme For Gender Equality ILO TREE project in Murehwa, Mutoko, Nyanga, Chivi and Gutu. The purpose of this evaluation was to measure project effectiveness and outcomes measured against the goals, objectives, expected results, and outputs set forth. The evaluation sought to offer strategic direction and recommendations to inform future programs, sustainability, and effectiveness of the JPGE program approach. The assignment consisted of the following components:
The project was aimed at undertaking a comprehensive stocktaking of the NAP process identifying national and sectoral information available on climate change impacts, vulnerability, and adaptation, and assessing gaps and needs of the enabling environment for the NAP process. This provided value addition on coherence integration of climate change policy, strategic and sectoral planning, and programming.
Muthengo Development Solutions was contracted to provide capacity-building services also known as Learning and Mentorship; in Governance, Organizational Development, and Leadership (Governance) for Education Out Lou (EOL) grantees in the East and Southern African Region under its Regional Management Unit (RMU) for East and Southern Africa based in Kampala, Uganda. MDS facilitated the learning and mentorship process for EOL grantees intending to foster a culture of learning and application of knowledge gained to inform adaptive management.
For this assignment, Muthengo Development Solutions was tasked to conduct a qualitative and quantitative analysis of the End term Evaluation for Youth as a Pillar of Social Cohesion, Conflict Prevention, and Peace Building Integrated Programme (YSCPI) in Garissa and Wajir Counties. MDS developed a report that provided statistically representative baseline values against key indicators.
Muthengo Development Solutions was the qualitative fieldwork implementer for the review of targeting approaches and mechanisms of social assistance programmes in Zimbabwe and towards social cohesion in communities. MDS led the qualitative data collection for the assessment of targeting for the five programmes. The role included: Providing logistical support for the implementation of the fieldwork; Ensuring the training and field work resources were available; Recruitment of researchers; Supporting pilot of field instruments; and Undertaking transcriptions of field discussions.
The core objective of this assignment is to support each of the selected youth-led organizations for the Capacity Strengthening grant in organizational and programming capacity. Deliverables include partner capacity assessments, training in selected Organizational Development aspects, and developing tailored organizational development plans for staff in each organization.
Post covid era we were contracted by UNESCO to conduct a Health Facility Assessment in twelve selected higher and tertiary education institutions (HTEIs) in Zimbabwe, under the “Our Rights, Our Lives, Our Future (O3 Plus)”. The assessment collected comprehensive information on health service delivery for young people in HTEIs. The output of this assessment will identify opportunities and gaps in these areas to guide appropriate recommendations. The findings will also be distributed and can be used as a stepping stone for further research.
UNICEF engaged Muthengo Development Solutions to develop the national framework to guide and support the Government in the institutionalization of the WASH monitoring system. The specific tasks were:
This assignment aimed to improve education in host communities and to increase the ability of young people to access economic and employment opportunities. On behalf of Anglo American, MDS defined interventions, targets, or measures for the Unki Education Programme, indications from the Shurugwi Education District Council on need indicate the following – lack of student resources, ICT, and infrastructure. The process included qualitative and quantitative data collection. Trips were conducted in 3 countries Malawi, Swaziland, Zimbabwe, and Gaborone the SADC HQ.
This project entailed Civil Society strengthening for 25 partners of Bread for the World in Zimbabwe: Financial Management, Monitoring Evaluation and Learning (MEL). Development of the theory of change, develop problem analysis, objectives, and indicators. Setting up PME systems including automating data collection analysis (development of automatic real-time dashboards), participatory capacity assessments, supporting data analysis (qualitative and quantitative), and reporting.
The purpose of the assignment was to carry out a study of the impact of NTFP interventions under the ZRBF-funded BRACT program with the aim of identifying both positive and negative impacts on household incomes, resilience strategies and natural resource conservation. This research included primary and secondary data collection and analysis. MDS was responsible for conducting the:

In partnership with Mokoro, MDS conducted the Evaluation of Government of the Republic of Zambia - UNICEF Country Programme of Cooperation, 2016 - 2021. This evaluation fulfilled a key role in identifying lessons which informed the design of the next Country Programme as well as adjustments in the current Programme, and opportunities to improve UNICEF's performance.
The evaluation reviewed the 2014 - 2018 Institutional Strategic Plan to ascertain wether the overall goals, specific objectives and strategies including the theory of change were appropriate and effective. Informed by the findings of the evaluation of the 2014-2018, Institutional Strategic Plan, the consultant will design the the Parliament of Zimbabwe 2019 - 2023.
This assignment was to support the development of a new country strategy 2020 - 2024. This was a Midterm evaluation of the joint programme between UNWOMEN and UNICEF, the JPGBV. The Midterm evaluation, was commissioned to provide an early indication on the achievement of output level results, assessing progress against objectives contained in the log frame, check if the programme is on track and if any adjustments are needed, draw conclusions about the programme strategy and inform future programming. The mid-term evaluation guided by the OECD criteria of relevance, efficiency, effectiveness and impact.
This assignment sought to develop a new ASRH strategy for strengthening ASRHR information and services for 2020. The new strategy development was based on the results of DHS 2015 regarding adolescent's related issues and recommendations of the review of interventions, national assessment report, programme evaluation reports while considering documented national, regional and global best practises. Consultations with key stakeholders working with adolescents and young people in SRHR were also conducted as well as adolescent and young people to inform and validate the new strategy.
Component 1: Design and implement baseline surveys: This includes all the pre-survey activities, starting from sample design, sampling/replacement methodology to customizing/translating questionnaires, recruiting and training the interviewers/field supervisors, and piloting/field testing. The consultant shall be provided with the MTF energy access questionnaires for (i) households, (ii) community level and (iii) enterprise iv) Education and health facilities in paper and CAPI format.

The purpose of this project was to evaluate the performance of the Swiss Cooperation Strategy Southern Africa 2013 - 2016, "RPSA" . The strategy was anchored on 2 pillars, Agriculture/ Food security and HIV/Aids prevention and care and support. This was done through analysis of documents, interviews with SDC staff from HQ, the regional office and a sample of countries covered by the regional strategy. Field trips were conducted in 3 countries Malawi, Swaziland, Zimbabwe and Gaborone the SADC HQ.
The evaluation entailed Document Review, Key Informant Interviews, visits to project sites, interviews/focus group discussions and a feedback workshop with LGN III team, the national technical committee, project partners and key priority sector stakeholders, ILO back-stoppers and donors.
This was a Joint assessment on Education in Emergencies (JA-EiE) in a bid to coordinate disaster preparedness in schools by developing a more comprehensive appreciation of emergencies and their impact on children . The partnership was between Save the children, Plan International and World Vision working in thirteen districts in Zimbabwe with World Vision being the Lead partner. The objective of the joint assessment was to develop key sector indicators to be gathered during this baseline assessment and can be collected in future for comparison.
MDS was contracted to provide Learning Coordination support to Comic Relief's ten funded partners (and their delivery partners) on the 'Levelling the Field 2.0' programme and Comic Relief. These funded partners are based in Malawi, Zambia and Rwanda and many of them are delivering work in partnership with other organisations. MDS is delivering a flexible programme of learning -focusses, participatory and engaging activities.
The scope of this assignment was to conduct the Media and Information habits, consupmtion and perception in Zimbabwe survey. The obectives of the study were to: a) Provide a better understanding of the media consumption habits and attitudes of Zimbabweans drawn fro different geographical, demographic and economic backgrounds. The survey focused on ascertaining the media perceptions, preferences and expectations of marginalized groups; especially women and youth in rural areas.
MDS was contracted to provide the following services in relation to the FAYA Evalution Kenya and Tanzania: 1. Support development of a standardized M&E framework to inform the final evaluation plan and capacity buidling to collect interpret and use data including through youth led and participatory evalution approaches.; 2.
Following a request from the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) to UNICEF to support the review of the current plan for the elimination of Mother to Child Transmission (eMTCT) of HIV, Syphilis, and Hepatitis B and to support the development of a new plan, UNICEF contracted Muthengo Development Solutions (MDS) in partnership with PRAXIS for Health and Development hereafter to conduct the review.

The project aims to improve access to safe water by pupils and communities in the catchment areas of twenty-seven (27) satellite schools in three districts of Hurungwe, Mberengwa and Binga. The project focused on 3 main components i) New WASH infrastructure, ii) Sanitation and Hygiene, iii) Child Friendly Teaching Methods. MDS undertook an End of Project Evaluation within the framework of the OECD-DAC evaluation criteria that respond to impact, relevance,effectiveness, efficiency and sustainability.
The purpose of this assignment was to develop an organisational Monitoring and Evaluation Framework and System which will be used to inform ZWRCN programmes, at the same time develop a theory of change clearly showing the strategic programmatic direction of the organisation. The assignment entailed 1) Developing a Theory of Change - which involved articulation of the organisational Theory of Chnage which will be the basis for basis of the Monitoring and Evaluation framework, 2) Developing an Organisational Monitoring and Evaluation Framework.
Assignment entailed conducting a situation analysis of Healthy Ageing in Zimbabwe. The Situation Analysis Report together with further consultations with key stakeholders informed the development of a conceptual framework for delivering healthy ageing in
Zimbabwe guided by the WHO Global Strategy on Healthy Ageing (GSAP). Main output produced were a healthy ageing strategy and M&E framework to monitor progress
in implementation. A two day workshop was facilitated to validate the strategy and M&E framework.

The Zimbabwe Private Sector HIV and Wellness (ZIPSHAW) Board was established in 2011 to coordinate and strengthen the private sector response to HIV and AIDS, Wellness, and TB programmes. The composition of the Board includes representatives from tripartite constituents, i.e., employers, workers, and the Ministry of Labour, in addition selected private sector representatives from key sectors including mining and agriculture.
The Afya Bora ya Mama na Mtoto project was launched in 2015 and designed to address maternal and child mortality as well as improve health and overall well-being for mothers and children in Zanzibar. The project targeted the following in Zanzibar:
• 75,000 Pregnant Women
• 130,000 Caregivers of Children 0-59 months
• 260,000 Children 0- 59 months
• 130,000 Adolescents
GOAL Zimbabwe was preparing to respond to USAID’s Office of Food for Peace (FFP) request for applications (RFA) funding opportunities for Zimbabwe. The application needed to respond to the causes of household food insecurity, focusing on nutrition and market-oriented livelihoods. The RFA required justification of proposed geographic focus, selection of one district or ward over another within the donor’s target areas, given stunting prevalence, historical needs for food assistance, population demographics, dryer agro-ecological zones, and the ability to monitor program sites.
As part of the financing agreement between the SADC Secretariat and the Government of Sweden, an end of support evaluation was planned. Thus, this evaluation is part of compliance to the reporting requirements of the financial support. The Business Plan had the following objectives:

MDS facilitated the Costed Development of Pre-exposure Prophylaxis (PrEP) Operational Plan for Zimbabwe.
The Midterm review mainly serves the dual and mutually reinforcing objectives of steering and learning. Steering in the sense that the review process was to assess and report on performance and results of the R4 Rural Resilience initiative in southern Africa(Zimbabwe, Zambia and Malawi) and is expected to generate insights that inform any necessary strategic and programmatic adjustments.
This was an end of term evaluation which seeks to take stock of project achievements and their sustainability and lessons learned for future similar projects. Specific objectives included assessing progress, project effectiveness, lessons learned and best practices, documenting changes in production, use and effects of hermetic technologies
MDS undertook a Mid Term Evaluation of the HIV and Disability Project. The project focuses on mainstreaming disability in HIV treatment of adolescents using the adolescent peer educator model titled Zvandiri model.
The Joint Program for Gender Equality (JPGE) was developed as part of the Zimbabwe United Nations Development Assistance Framework 2012-2015 cycle extended to the 2016-2020 cycle.
The assignment involved undertaking a rapid assessment of the status of gender and energy in Zimbabwe, taking into account the policy environment, legal frameworks, existing strategies and existing initiatives and programmes, including best practices.
MDS was contracted to undertake a Mid Term Evaluation of the Joint Programme on Prevention of Gender Based Violence (JPGBV) Against Young Women and Adolescent Girls.
Development Solutions supported this end of project review which was conducted jointly by UN Women and UNICEF. The Joint programme aimed at addressing GBV against young women and adolescent girls. It had three outcomes
The objectives of the project was to provide a better understanding of the media consumption habits and attitudes of Zimbabweans drawn from different geographical, demographic and economic backgrounds.
The purpose of the project was to undertake an assessment of the current level of vulnerabilities and resilience measures in place in the targeted communities by this action.
The project’s main objectives are to catalyse government coordination for Sexual and Reproductive Health (SRH) education policy development and implementation;
The evaluation analyzed the results of the programme achieved to date, provided detailed conclusions and formulated specific recommendations on future interventions of this nature.
The research aimed to investigate and understand the range of challenge faced by in and out of school girls during menstruation as well as the determinants of those challenges-across a range of settings and cultural contexts, i.e rural/urban Zimbabwe; Identify positive deviants and their strategies.
MDS established curricula to guide an integrated, harmonized and standardized National Case Management System, NSCM (at various levels) for the care and protection of children that facilitates access to social welfare, social protection, and justice and health services.
In 2016, with support from UNFPA and other partners, the Government of Zimbabwe commissioned, through the MoHCC and the National Adolescent Sexual and Reproductive Health Coordination Forum, the process of developing national guidelines on the provision of youth friendly clinical SRH services in line with the 2015

MDS provided evaluation services for the Drought Cash Transfer Program, which covered 10 counties of Kenya at a cost EUR3.2million. The project implemented unconditional cash transfers and sought to strengthen coordination of cash transfer programming at national and sub-national levels.
MDS completed an evaluation of the Project titled ‘Emergency Response to improve the Food and Shelter Situation of conflict affected IDPs, returnees, and host communities and reduction of the risk of flooding in Twic East, Duk, Uror, Ayod (Kuac Deng) and Bor South (Jalle) counties in Jonglei State, South Sudan’.
The MDS team conducted an end of project evaluation of the Joint Humanitarian Response for El Niño in Zimbabwe 2 (ZIMJRII) implemented by a consortium of seven members of the Dutch Relief Alliance (DRA) and led by Oxfam Novib.

The scope of this assignment was to conduct the Media and Information habits, consupmtion and perception in Zimbabwe survey. The obectives of the study were to: a) Provide a better understanding of the media consumption habits and attitudes of Zimbabweans drawn fro different geographical, demographic and economic backgrounds. The survey focused on ascertaining the media perceptions, preferences and expectations of marginalized groups; especially women and youth in rural areas.
Social Pension Fund Feasibility Study
Zimbabwe - National Multi-Tier framework Energy Access Household Energy Survey, MDS was contracted by the World Bank to conduct a Global Multi-tier Measurement of Access to Energy Survey (Household) in Zimbabwe. The assignment included a baseline to track progress towards Sustainable Energy for All (SE4All) Sustainable Development Goal (SDG) 7: access to affordable, reliable, and sustainable modern energy by 2030. Involves: development of questionnaire, household surveys, use of SURVEY SOLUTIONS, telephone surveys.

Evaluation of Government of the Republic of Zambia – UNICEF Country Programme of Cooperation, 2016-2021 In partnership with Mokoro, MDS conducted the Evaluation of Government of the Republic of Zambia - UNICEF Country Programme of Cooperation, 2016 - 2021. This evaluation fulfiled a key role in identifying lessons which informed the design of the next Country Programme as well as adjustments in the current Programme, and opportunities to improve UNICEF's performance.
Institutional Contract to carry out and independent impact study for the School Improvement Grant (SIG) In partnership with Mokoro, MDS conducted an independent impact study for the School Improvement Grant (SIG) in Zimbabwe. The School Improvement Grants were received by over 4500 schools across Zimbabwe, representing more than half the schools in the country. The grant is principally targeted towards the schools with the lowest incomes. This impact study sought to assess the effect of the projects on the schools and educational sector in general.
