National Sustainability Framework for the Rural WASH Information Management System (RWIMS)

Description of Project: The assignment sought to develop a national framework that will guide the Government of Zimbabwe on the support and institutionalisation of a WASH monitoring system within the government Rural WASH monitoring systems. By doing so the sustainability framework will improve demand for data and clarify accountabilities for functionality of the system. Associated with this support is the development of financing models for the monitoring system that explore governmental and non-governmental support including public private partnerships.

Tasks: MDS was tasked with developing a sustainability framework for the RWIMS recognising its place in an overarching monitoring and evaluation framework and the associated incentives at national and subnational ownership of such a system. MDS was also expected to define accountabilities for the RWIMS system at national and sub-national level to support institutionalisation of the system by relevant Ministries or Departments. MDS was also tasked with identifying viable financing models or cost sharing contributions to support the operations and sustainability of the system.
